The Telangana High Court, through a bench comprising Chief Justice Aparesh Kumar Singh and Justice G. M. Mohiuddin, has ordered the Hyderabad Metropolitan Development Authority (HMDA) to file its counter affidavit within two weeks in a petition challenging the transfer of Goshamahal Stadium land for the construction of a new Osmania General Hospital complex. The petition, filed by Gundolu Ramu, claims that Government Order (GO) Ms No. 45 (issued on January 30, 2025) that reallocated the stadium and adjoining land to the Health, Medical and Family Welfare Department is illegal, arbitrary, and violates the zonal regulations under Master Plan 2031 as well as the Telangana Urban Areas (Development) Act, 1975.
The petitioner has also argued that the stadium parcel was meant for public/open space (stadium usage, community activities) and converting it for hospital use would contravene regulations protecting open land and parks. HMDA, which had been previously slow to respond to notices in the case, is now under court direction with a warning that failure to file the counter in the stipulated time could lead to cost being imposed.
